Adjustment to Exit-Entry Commodity Catalogue Implemented by Inspection Quarantine Authority

General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) issued Notification No. 165 of Year 2015 on adjustment to Exit-Entry Commodity Catalogue Implemented by Inspection Quarantine Authority made by AQSIQ and General Administration of Customs of the People's Republic of China. The major changes are as the following:

1. For commodity with customs number as 2201901900 (other natural water), no entry inspection and quarantine from 1 January 2016.
2. For commodity with customs numbers as 4005100000, 4005200000, 4005910000 and 4005990000 (compounded rubber), entry inspection and quarantine shall be subject to GB/T31357-2014 Compounded Rubber—General Technical Specification from 1 February 2016.
3. The 41 customs numbers involving hazardous articles such as naphthalene, arsenic and lithium shall go through entry inspection and quarantine from 1 February 2016.

The Exit-Entry commodity listed on the Exit-Entry Commodity Catalogue Implemented by Inspection Quarantine Authority shall be under regulation of entry inspection and quarantine. Receivers, senders or agents of the aforesaid commodity should handle procedures at the customs for import or export with Customs Clearance of Entry Commodities and Customs Clearance of Exit Commodities issued by Inspection Quarantine Authority.

The adjustment includes four compounded rubber, hazardous articles and other products on the list and alter customs supervision conditions of some commodities. It is advisable that companies should know the above changes and test products as per standards.
