The publication and implementation of EU RoHS Directive in 2013 stimulates other major economies to issue RoHS-like directives. China RoHS is also formulated against the backdrop. C&K Testing can provide one-stop solutions to China RoHS services integrating consulting, testing and certification. 

There are two finalised versions of China RoHS:

  • China RoHS 1.0 The Administrative Measures for the Pollution Control on Electronic and Information Products
  • China RoHS 2.0 The Administrative Measures for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Products (Effective)

China RoHS 2.0 applied on 1 July 2016 is a mandatory regulation for electronic and electronic products intended for manufacture, sale or import in the People’s Republic of China (except to Hong Kong, Macau and Taiwan). 16 May 2019, the State Administration for Market Regulation released the requirements of the conformity assessment system for the restricted use of hazardous substances in electrical and electronic products. It shall soon be implemented from 1 November 2019, and the products listed in the management catalogue of restricted use of hazardous substances of electrical and electronic products, leaving factory and imported, shall meet the requirements of the implementation arrangement. The implementation arrangement of the conformity assessment system includes five parts: conformity assessment method, national voluntary certification organization, self-declaration organization, conformity assessment mark and supervision and management. 

For electrical and electronic products to be listed to the catalogue of electrical and electronic products subject to compliance management, they can only access the China market when fulfilling the requirements:

(1) Restricted Substances

  • Lead and its compounds (0.1 %),
  • Mercury and its compounds (0.1 %),
  • Cadmium and its compounds (0.01 %),
  • Hexavalent chromium and its compounds (0.1 %),
  • Polybrominated biphenyls (PBB)  (0.1 %);
  • Polybrominated diphenyl ethers (PBDE) (0.1 %).

(3) Marking Requirements

The marking of electrical and electronic products include the information that where they contain hazardous substances, their environment-friendly use periods and recyclability.

It shall be noted that markings are only required for finished electrical and electronic products. Suppliers of materials and parts that are used to manufacture electronic and electrical products do not need to mark their products. But they need to provide necessary information to their downstream users to help them determine the final China RoHS markings.

Other products are only required to disclose environmental information by means of self-declaration (Marking Requirements).

In June 2017, China consulted on proposed RoHS first batch of compliance management catalogue and exemptions and its consultation deadline is 28 July 2017.According to the proposed draft, the first batch of compliance management catalogue includes Refrigerators, air conditioners, washing machines, electric water heaters, printers, photocopiers, fax machines, televisions, monitors, microcomputers, mobile communication handsets, telephone stand-alone, totally 12 electrical and electronic equipment and give the corresponding equipment scope and definition.In addition, this consultation also contains the exemption restriction substance list, called as Chinese RoHS exemption, which contains a total of 39 exemptions for lead, cadmium, mercury and hexavalent chromium.The specific deadline of exemption date needs further confirmation in the future.
