Data Analysis—Restrictions Status of Substances Included in the List of New Pollutants under Priority Control 2022 Globally

On September 27, 2022, the Ministry of Ecology and Environment (MEE) released the List of New Pollutants under Priority Control 2022 (Draft) for public consultation and comments can be made before October 28, 2022.

Most of the substances in the List have already been regulated and restricted in many countries. Details can be checked via CIRS’s APCISS system.

The List of New Pollutants under Priority Control 2022 (Exposure Draft) has a wide range of sources. Most of substances included in the List are also covered by other lists as well, such as the SVHC and CSCL.

  • Except for dicofol, PFHxs, dechlorane and its trans and cis-isomer, and antibiotics, other substances in the List of New Pollutants under Priority Control are also included in the List of Chemicals under Priority Control. Substances that have been phased out (alpha-hexabromocyclododecane, Chlordane,mirex, Hexachlorobenzene emulsion, Clofenotanee, Alpha-hch, Beta-hch, γ-Hexachlorocyclohexane, Endosulfan and its eufomers, and Polychlorinated biphenyls) shall be prohibited to manufacture or use in China.
  • Except for dichloromethane, chloroform, nonylphenols and antibiotics, other substances in the List of New Pollutants under Priority Control are also listed in the Annex of the Stockholm Convention. Dechlorane and its trans and cis-isomer have been proposed to add to the Annex recently.
  • The Ministry of Ecology and Environment suggests that dichloromethane and chloroform (toxic and hazardous pollutants), nonylphenols (environmental endocrine disruptors), and antibiotics will be under priority control in the future.
