GB 31701 "Safety technical code for infants and children textile products" specifies the safety technical requirements, test methods and testing rules for textile products of infants and children. It was issued by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China and the Standardization Administration of China on May 26, 2015. It was officially implemented on June 1, 2016. The implementation transition period is 2 years. Products produced before June 1, 2016 and meeting relevant standards are allowed to continue to be sold in the market until May 31, 2018.

Scope of application

GB 31701 applies to infant and children's textile products sold in China. However, some products are not belong to the scope of this standard, such as cloth plush toys, cloth handicrafts, disposable sanitary products, luggage, backpacks, umbrellas, carpets, professional sportswear, etc.

Infant textile products mentioned in this standard refer to textile products worn or used by infants and young children aged 36 months and below. Children's textiles refer to textile products worn or used by children over 3 years old, 14 years old and below.

Main content and indicators

GB 31701 classifies the safety technical requirements of textile products for infants and children into Class A, Class B and Class C. Infant textile products should meet the requirements of Class A; children's textile products that directly contact the skin should at least meet the requirements of Class B; children's textile products that do not directly contact the skin should at least meet the requirements of Class C, which corresponding to the safety technology categories of GB 18401.

In addition to meeting the requirements of the corresponding safety technology category in GB 18401, the fabrics, linings and accessories used in textile products for infants and children should also meet the following requirements:

b Only fabrics printed and dyed with coatings or paints are evaluated, and the indicator is the ratio of the total amount of lead and cadmium to the weight of the coating or paint;

d Only the outer fabric of the product is assessed, pure textiles of wool, acrylic, modacrylic, nylon, polypropylene and polyester fibers, and fabrics blended with these fibers are not assessed, and fabrics with a mass per unit area greater than 90 g/m2 are not assessed.

GB 31701 also specifies requirements of infant and children's textile products including fillers, accessories (cords, etc.), sharps, labels, etc.
