PFOA是一种持久性、生物累积性和毒性（PBT）物质，会严重影响环境和人类健康。根据REACH法规，全氟辛酸（PFOA）及全氟辛酸盐（APFO）已被列为高关注物质SVHC，其SVHC特性为PBT，CMR。
PFOA在河流、海洋、饮用水、大气和生物群中都可见其足迹，即便是在一些偏远地区，因其能通过水和空气扩散。PFOA被广泛应用于各类消费品中，作为聚四氟乙烯（PIFE）和聚偏二氟乙烯（PVDF）的加工助剂，也有用于纺织，电镀及造纸业的加工助剂，PFOA相关物质也被应用于服装、其它纺织品和地毯的防污涂层中。

By way of derogation, paragraph 2 shall not apply to the placing on the market of second-hand articles which were in end-use in the European Union when the restriction becomes effective. |
